Islamic State lays claim to North African outpost

 match the worst of Islamic State’s atrocities: black-clad fighters and an English-speaking jihadist taunt the West before slaughtering their victims in orange jumpsuits on a Libyan beach.

Their masked leader turns to the Mediterranean and points a bloodied knife towards Europe, declaring, “We will conquer Rome, God willing.”

The execution of 21 Egyptian Christians by militants in Libya proclaiming allegiance to Islamic State was an announcement that the group, also known as ISIS or ISIL, has spread from Syria and Iraq to Libya. Militants have profited from chaos to claim a North African outpost a boat ride away from Italy’s coast.

International reaction came swiftly. Egyptian jets pounded suspected militant sites in Libya, and Paris joined Cairo in calling for UN action to halt the militants’ spread.

Libya appears to be Islamic State’s most successful move yet beyond its Middle East heartland, likely attracting more recruits and increasing Western fears of a new North African base for jihadist fighters.

Yet even as they thrive in Libya’s unrest, Islamic State sympathizers must contend with rivalries and factional infighting that make securing the sort of territorial gains that IS has made in Iraq and Syria more complicated.

“The statement in Libya is more a statement of defiance,” said Hassan Hassan, co-author of a book on IS. “By killing Christian civilians, they were delivering a message that they’re expanding.”

The rise of IS comes as no surprise. Libya has descended into factional fighting, leaving the country almost lawless nearly four years after Muammar Gaddafi’s fall.

Two competing governments backed by militia brigades are scrambling for control. Diplomats have fled, Tripoli’s airport is a bombed-out shell and oil flow is a trickle as combatants trade rockets and air strikes.

Libya’s IS sympathisers have used social media to display shows of strength, parades of armed men and appeals to implement sharia law in the eastern city of Derna, a stronghold of Islamist militancy.

But this year IS militants in Libya have escalated operations. Last month, they claimed an assault on the Tripoli Corinthia hotel, killing nine people.

Islamic State gunmen also attacked Libya’s Al-Mabrook oilfield, where France’s Total owns a stake. Some victims were beheaded.

A US government source said US officials do not yet know how many attacks by Islamic State sympathizers are directly tied to the central organisation or are just “copycat” claims.

But analysts said the Egyptian killings, their video release via an official IS outlet, exerpts from an IS magazine on the hostages and the executions themselves suggested ties with IS command.

In December, General David Rodriguez, head of the US Africa Command, said a couple of hundred militants were in training camps in eastern Libya that were likely to send fighters to Syria.

Now foreigners are being killed fighting for Islamist groups in Libya. Tunisian newspapers carry death notices of jihadists who have died not only in Syria or Iraq, but also in Libyan cities like Benghazi.

For Egypt, the rise of Islamic State just over its border is worrying. Egyptians officials see ties between Libyan Islamists and militants in the Sinai.

“What you have is a chaotic country where Islamic State and other militant groups are untouchable, on your border,” a senior Egyptian security source told Reuters. “Our goal is not to contain terrorists with air strikes, our goal is to eradicate terrorism in Libya.”

Libya is also host to Ansar al Sharia, blamed by Washington for an attack on the US consulate in Benghazi where the US ambassador died, and al Qaeda-linked groups as well as smaller Islamist rivals whose motives are more local than global.

LAHORE: Prime Minister Nawaz Sharif has said that the PML-N government will rid the country of terrorism, power load shedding, unemployment and price hike.?

He was talking to Punjab Chief Minister Shahbaz Sharif at his Jati Umra residence here on Sunday. The prime minister said that the whole nation and state institutions are united in the fight against terrorism. He made it clear that terrorists would not be allowed to succeed in their nefarious designs and would be eliminated once for all. The Prime Minister vowed to restore peace in the country at all cost. For this purpose he said that full implementation of National Action plan is needed in all the provinces. He said the government has come to power with the votes of the people and was working day and night to resolve their problems. He was confident that the time was not far away when the problems of load shedding and unemployment would be resolved.

Shahbaz Sharif briefed the Prime Minister about steps taken by his government for the implementation of National Action Plan and said many suspected terrorists have been arrested during raids. He said investigations were in progress and those involved in heinous crimes would be brought to justice. He also informed the prime minister about power and other development projects being implemented in the province. The chief minister had earlier this month said that the government is making serious efforts to resolve energy crisis being faced by the country as it is directly linked with control of poverty and unemployment besides creation of job opportunities.

Education is the Noah’s ark of any nation, outside which is nothing but deluge. Every country tries to set a premium on establishing prestigious academic norms to compete with the global rat-race. Higher education matters and serves as a vigorous impetus to overall national development. It equips the budding generation with the high-tech weaponry of witticism and repertoire of up-to-date learning.
The prevailing scenario of the world endorses the foregoing. Advanced countries like Great Britain, Canada and the US have invested a lot on the dissemination of knowledge through higher studies. Almost all major universities cater to the uplift of educational standards. They exert to produce a large number of scholars seeking PhD’s and other types of higher studies in multifarious disciplines. The scholars strain every nerve to conduct their researches and thus considerably add to the existing corpora of information.
Our country however, is still lagging behind. A tiny percentage is set aside for education in the annual budget and it is insufficient to provide financial support to our scholars intending to pursue higher education in universities abroad.
As far as local universities are concerned, most of them are producing just raw material. Their pseudo lump research goes profitless. A close review of the prevailing setup brings the bitter fact to light that most research thesis/papers are merely a rephrasing of original research work. Such activity is a filthy smudge on the fair front of higher education.
The vicious practice of bogus lump research impedes the path of a nation’s growth. The intellectual dishonesty is a curse. Genuine research is being rephrased so cunningly and skilfully that plagiarism is hardly discernible. Most supervisors suspend their disbelief and take them for original attempts. These theses are bereft of generalizability, testability and predictability. This detestable blackmailing is ganging ground even in advanced countries like America and it is mostly because of non-accredited private universities mushrooming there. In our country, researchers do not feel shy in stealing or buying the material of their theses from those who have expertise in rephrasing not only the style of writing but also of the ideas. Their prime objective is nothing but amassing lucre by fair or foul means. It is not wide off the mark to mention the case of one of my friends. His thesis showed 58% plagiarism. His supervisor directed him to reduce it to 19%. Next time he brought it down to zero percentage. He was redirected to raise it a bit to avoid suspicion. He felt no problem in setting it to 7%. Thus, the content can be comfortably engineered to align plagiarism to the “required” standard.
Another form of lump research is co-authoring. Sometimes, two or three researchers co-write an article. Usually, there is only one genuine scholar. It entails an unfortunate turn of affairs when the co-writer happens to be a junior member of staff. The senior member remains at ease, doing nothing. The entire research work is done by the junior. How can a junior member take a bold step to claim his lion’s share? Then there are the ones supervising the research project or thesis of a group of students. They borrow the data of this novice research and easily chisel the material to write an article dubbing it to their own credit.
Proxy researchers brazen out readymade material from the website. They plagiarize not only the form but also the content of what they have designed to research about. It is easy for them to modify the given text to their own vested interests and get it published in their name. During the last decade, such research has surged up to engage public attention. These practices reek of intellectual dishonesty and humiliate the entire premise of higher education.
This specific malady can be remedied by stringent measures of the HEC (Higher Education Commission). Those scholars who copy the material from the genuine source and mould it to claim it as their own, deserve no pity. They must be penalized so that their punishment might serve as an eye-opener for others. At the same time, supervisors and external examiners appointed for review and the defence of theses, must be taken to task for their negligence and indifference to their assigned responsibility.
Apropos of the above mentioned, the universities have an obligation to enjoin upon their teaching faculty to make every possible effort to promote genuine research activities amongst the students.

Hussain while expressing grief over the Nooriabad bus accident 
urged people to remove gas cylinders from vehicles, baloch news 
reported.
MQM chief expressed deep sorrow over the gas kit explosion accident in a bus which killed 12 people on Sunday.
Hussain urged people of Pakistan to remove gas cylinders from the vehicles they own and switch them to safer fuels like petrol and diesel.
He was of the view that such accidents are increasing in number due to the decreasing quality of CNG kits and faulty fitting system.
Hussain also asked people of Pakistan to refrain from boarding and traveling through vehicles fitted with CNG cylinders.
MQM chief demanded from the government of Pakistan to ban vehicles with substandard gas kits on roads to save precious lives.
The Accident

Karachi- Hyderabad highway, baloch news reported on Sunday.

Eye witnesses claimed that the passenger van en route from Karachi to Hyderabad turned upside down on Karachi Hyderabad higway near Nooriabad and immediately caught fire.
Initial reports suggested that the reason of fire was a blast in passenger van’s CNG cylinder.
Four charred bodies were recovered from the metal wreckage of the ill fated bus initially, while the death toll rose to 12 in a few hours.
Dead bodies of victims were brought to Karachi’s Jinnah Hospital while injured were taken to Abbasi Shaheed Hospital.
Government high ups and political leaders expressed their grief over the tragic accident and condoled with the families of victims.

While a small delegation of MQM visited the injured victims of the blast at Abbasi Shaheed Hospital where MQM leader Sufyan Yousuf termed the accident ‘failure’ of Sindh government.

HOLLYWOOD: Hollywood hits the Oscars red carpet Sunday for the biggest night of the annual awards season with dark comedy “Birdman” in the ascendancy but coming-of-age drama “Boyhood” hot on its heels.
As the hours ticked down, Tinseltown’s finest awoke to unusually cloudy Los Angeles skies that gave way to showers for the 87th Oscars, which gets going at 5:30 pm (0130 GMT Monday) at the Dolby Theatre.
Rain or no rain, A-listers — fresh from pre-Oscars parties across Hollywood and Beverly Hills — were due on the fashion parade carpet a few hours before the show.
Julianne Moore, Patricia Arquette and Eddie Redmayne are among those widely tipped to take home acting prizes during the extravaganza, which will be hosted by song-and-dance man Neil Patrick Harris.
On the eve of the Oscars, “Birdman” got a fresh boost, taking best film at the Independent Spirit Awards as well as best actor for Michael Keaton, while “Boyhood” took best director for Richard Linklater.
The race for the biggest prize of the night Sunday — best picture — is too close to call.
“Birdman,” a fanciful yet dark tale of a washed-up superhero actor battling to revive his career on Broadway, has swept a string of prizes ahead of the Oscars, including top prizes from the Screen Actors Guild and the Directors Guild of America.
But Linklater’s “Boyhood” — made over the course of 12 years with the same actors aging with their characters — scooped up the biggest awards at last month’s Golden Globes, as well as Britain’s BAFTAs.
- Clint dark horse? -
Some have suggested that Clint Eastwood’s “American Sniper” could sneak up on the inside as a dark horse, boosted by the film’s box-office success as the highest-grossing war movie of all time.
When nominations were announced last month, “Birdman” shared the most nods with Wes Anderson’s stylish crime caper “The Grand BUDAPEST HOTEL,” at nine each, followed by World War II thriller “The Imitation Game” with eight. “Boyhood” followed with six.
While the best picture race is on a knife-edge, several of the other key categories are seen as much easier to predict.
Veteran star Moore is almost universally expected to win best actress for playing a linguistics professor suffering from early onset Alzheimer’s Disease in “Still Alice.”
Arquette is the favorite for best supporting actress as the single mother raising two kids in “Boyhood,” while J.K. Simmons is widely expected to win best supporting actor honors for jazz drama “Whiplash.”
The best actor race is still seen as up for grabs: a two-man contest between Redmayne — as astrophysicist Stephen Hawking in “The Theory of Everything” — and Keaton.
- Best picture/director split? -
For best director, the frontrunners are Linklater and Mexico’s Alejandro Gonzalez Inarritu, the creative force behind “Birdman.”
This has led to speculation that the best picture and best director prizes could be shared, as they were last year when Mexican Alfonso Cuaron won best director for “Gravity,” while the best picture Oscar went to “12 Years a Slave.”
A star-studded cast of presenters will hand out the prizes on Sunday, including Ben Affleck, Scarlett Johansson, Nicole Kidman, Eddie Murphy, Liam Neeson, Gwyneth Paltrow, Meryl Streep and Oprah Winfrey.
Many of the nominees and stars spent the weekend at pre-Oscars parties, schmoozing to the last.
Designer Tom Ford put on a glitzy fashion parade on Friday, with Reese Witherspoon and Julianne Moore among the A-listers.
“I’m excited. It’s a really fun weekend, there’s a lot of people to see, a lot of parties,” Moore told AFP.
African-American civil rights groups have announced plans to protest outside the Oscars show, with all this year’s 20 acting nominees white.
“The message is very simple: you don’t reflect America, your industry doesn’t reflect America,” said Earl Ofari Hutchinson, head of the Los Angeles Urban Policy Roundtable group.

SAN FRANCISCO: A year and a half ago, Apple Inc had applied for just eight patents related to auto batteries. Recently, it has hired a bevy of engineers, just one of whom had already filed for 17 in his former career, according to a Thomson Reuters analysis.?
The recent spate of hires and patent filings reviewed by Reuters shows that Apple is fast building its industrial lithium-ion battery capabilities, adding to evidence the iPhone maker may be developing a car.
Quiet, clean electric cars are viewed in Silicon Valley and elsewhere as a promising technology for the future, but high costs and “range anxiety”, the concern that batteries will run out of power and cannot be recharged quickly, remain obstacles. Those challenges could also be seen as opportunities to find solutions to take the technology mainstream.
The number of auto-related patents filed by Apple, Google Inc, Korea’s Samsung, electric carmaker Tesla Motors Inc and ride-sharing startup Uber tripled from 2011 to 2014, according to an analysis by Thomson Reuters IP & Science of public patent filings.
Apple has filed far fewer of these patents than rivals, perhaps adding impetus to its recent hiring binge as it seeks to get up to speed in battery technologies and other car-building related expertise.
Earlier this month, battery maker A123 Systems sued Apple for poaching five top engineers. A search of LinkedIn profiles indicates Apple has hired at least another seven A123 employees and at least 18 employees from Tesla since 2012.
“Looking at the people Apple is hiring from A123 and their backgrounds, it is hard not to assume they’re working on an electric car,” said Tom Gage, Chief Executive of EV Grid and a longtime expert in batteries and battery technology.
Apple is building its own battery division, according to the A123 lawsuit. Apple did not immediately respond to a request for comment.
The Hiring for the Purpose
Among those Apple hired from A123 is Mujeeb Ijaz, its former chief technology officer who also worked at Ford Motor Co (F.N) for 16 years. Ijaz has filed for 17 patents during his career, many in the battery sector, according to the Thomson Reuters IP & Science analysis.
All told, the five engineers from A123 have filed for 23 patents — some three times what Apple has alone, said Thomson Reuters IP & Science. They generally specialize in battery cell and materials design, and manufacturing engineering.

Ijaz was also sued by A123, which said he breached his agreement with the battery maker by going to Apple and recruiting other A123 engineers- Reuters.....

CHAMAN: A car blast killed a child and injured at least nine others in Chaman, Pakistan's bordering town with Afghanistan, on Sunday evening.
Police said that the blast killed an eight-year-old child, identified as Zabihullah, who was passing by. It was immediately not known what was the target of blast that rocked the bordering town, police said.
Police sources told Dawn that unknown miscreants had planted a bomb inside a car parked on Taj Road Chaman. The blast also destroyed two vehicles and a motorcycle.
Thick-black smoke was visible on the site of blast, Sardar Muhammad Khondai, a local journalist told Dawn.
The injured were rushed to nearby district headquarter hospital Chaman for medical treatment. Police stated the blast smashed the glasses of nearby shops and homes located in the area.
Taj Road is considered to be the commercial hub of Chaman. The attack comes a day after the police defused a bomb planted near the old customs house on the outskirts of Chaman.
Chaman is a small town in the southwestern province of Balochistan and is one of the two main crossing points for supplies for American and Nato troops fighting the Taliban in Afghanistan.

  2. Ex-serviceman with exemplary service character having rice experience in relevant field up to the age of 45 years may apply as per their rank.
